Former Information Communication Technology and Digital Economy Cabinet Secretary Eliud Owalo has launched a new political party ahead of the 2027 General Election. The move marks his official entry into the race for Kenya’s presidency.
Owalo unveiled the People Prosperity Party (PPP) on Wednesday, July 8, in Nairobi. He said the party would focus on economic transformation and improving the lives of Kenyans.
The former CS said PPP would champion national development, economic empowerment and better opportunities for citizens. He described the party as a platform to deliver what he called Kenya’s “third liberation.”
Owalo said his administration would prioritise economic empowerment if voters give him the mandate. He added that his leadership would move away from what he termed traditional political approaches.
“I’m seeking the presidency precisely to break from Kenya’s business as usual career politics,” Owalo said.
From Ruto administration to presidential contender
Owalo previously served in President William Ruto’s government as Cabinet Secretary for ICT and Digital Economy. He left the Cabinet in 2024 during changes that followed nationwide protests.
After leaving the Cabinet, Ruto appointed him as Deputy Chief of Staff in charge of Delivery and Government Efficiency at State House. Owalo later resigned from the position in January 2026 after announcing his presidential ambitions.
He said his decision to leave the role was necessary after declaring interest in challenging Ruto in the 2027 election.
With the launch of PPP, Owalo is expected to begin nationwide campaigns to attract voters. He said his political journey would focus on changing Kenya’s economic direction.
Among his proposals is reducing taxes and levies that he says have increased pressure on Kenyans. He has promised to lower income tax from 35 percent to 20 percent if elected.
Owalo also proposed reducing Value Added Tax (VAT) from 16 percent to 10 percent. He further pledged to lower the housing levy from 1.5 percent to 0.5 percent.
New political battle ahead
The party launch positions Owalo among leaders seeking the presidency in 2027. He will now work to build a national support base ahead of the election.
His entry adds another political movement to the growing list of parties preparing for the next electoral contest.
