Ombudsman Wants Tana River Official Arrested Over Inuka Fund Records

The Commission on Administrative Justice (CAJ) has pushed for the arrest and prosecution of Tana River’s Acting County Secretary after he allegedly ignored requests for information about the Inuka Fund.

The issue began when the Tana River Civil Society Organisations Network requested details on Inuka Fund spending during the 2019/2020 and 2020/2021 financial years.

The group sought records showing the amount distributed, allocations to sub-counties, names of beneficiaries, loan repayment status, and challenges affecting the fund.

CAJ said the county government shared only part of the information and failed to answer follow-up requests.

The commission then issued a notice directing county officials to provide the records. When officials failed to comply, CAJ summoned the Acting County Secretary to appear before it.

According to the commission, the official skipped the hearing and did not submit any explanation.

CAJ has now directed the Office of the Director of Public Prosecutions (ODPP) to consider criminal charges and possible arrest action against the official.

The commission also ordered the county government to release the requested records within 21 days.

The case has renewed scrutiny over the management of the Inuka Fund and highlighted the legal duty of public offices to provide information requested under Kenya’s Access to Information Act.
