Migori Governor Ochillo Ayacko has blamed delays in approving county budgets for salary problems affecting workers in 21 counties.
Ayacko said some counties have already received their July and August allocations but cannot access the money because they have not completed the budget approval process.
Migori Funds Remain in CBK Account
Speaking on Citizen TV on Tuesday, August 25, Ayacko said Migori has received both allocations, but the money remains in its Central Bank of Kenya account.
He said the county passed its budget and submitted it to the Controller of Budget for review.
According to Ayacko, the county waited about three weeks before the Controller of Budget allowed officials to upload the budget to IFMIS.
Governor Calls for Approval Deadline
Ayacko argued that the absence of a fixed deadline for the Controller of Budget creates uncertainty for county governments.
He urged MPs to consider legislation that would require the office to complete budget reviews within a specific period.
The governor said Migori responded to queries from the Controller of Budget but waited for further communication before proceeding.
Some Counties Yet to Pass Budgets
Ayacko also pointed to disagreements between some county assemblies and executives as another cause of funding delays.
He urged the two sides to resolve their differences quickly so counties can continue providing essential services.
The affected counties include Nairobi, Bomet, Baringo, Bungoma, Homa Bay, Isiolo, Kitui, Kisii, Kericho, Kwale, Laikipia, Lamu, Meru, Nakuru, Siaya, Tharaka Nithi, Taita Taveta, Tana River, Turkana, Trans Nzoia and Vihiga.
The salary delays have increased pressure on county governments to resolve budget and approval bottlenecks before workers face prolonged payment disruptions.
