The Ministry of Education has released Ksh18.5 billion in capitation funds as public schools begin the third term of the 2026 academic year.
Education Cabinet Secretary Julius Ogamba confirmed the disbursement on Monday, August 24, saying the funds will support learners in public basic education institutions.
How the Funds Are Distributed
The government allocated Ksh1.4 billion to Free Primary Education programmes.
Junior Secondary School learners will receive support through a Ksh6.14 billion allocation for Free Day Junior School Education.
Free Day Secondary Education received the largest share at Ksh10.96 billion to support learners in Grades 10 to 12.
Ogamba Warns Schools Against Extra Charges
Ogamba urged school heads and principals to manage the funds carefully and avoid imposing unauthorised charges on parents.
The warning comes as schools face pressure from rising operating costs and unpaid bills.
Teachers Question Adequacy of Funds
Despite the release, KUPPET has questioned whether the allocation can meet schools’ financial needs.
KUPPET Deputy Secretary General Moses Nthurima said delayed and fragmented capitation payments have left many institutions struggling with outstanding bills.
The Kenya Secondary Schools Heads Association also raised concerns over the allocation, saying the amount translates to about Ksh16,456 per learner.
The association estimates a shortfall of about Ksh5,787 per learner against the annual allocation.
The funding debate comes after President William Ruto defended the government’s capitation record and dismissed claims that schools had not received their funds.
