The National Treasury has officially launched the preparation of the Finance Bill 2027, giving Kenya one of its earliest starts to a national budget cycle in recent years.
In a public notice dated July 27, Treasury invited Kenyans, businesses and other stakeholders to submit proposals that could shape next year’s tax laws.
Treasury Speeds Up Budget Process
The ministry has compressed the budget timetable ahead of the usual schedule and opened public consultations several months earlier than normal.
Treasury plans to complete the consultations and submit the Finance Bill to the National Assembly in January 2027.
Treasury Wants Specific Tax Proposals
Treasury directed stakeholders to propose specific amendments to tax laws and attach clear justifications supported by evidence or economic analysis.
The ministry also requested proposals on East African Community (EAC) Customs measures, including tariff changes and duty remission schemes.
BETA Agenda Will Guide Proposals
Treasury said all proposals must support the government’s Bottom-Up Economic Transformation Agenda (BETA), which promotes economic growth through value-chain development.
Kenyans who want to participate can submit their proposals physically or through the official Treasury email channels before August 31.
Election Year Drives Early Start
The ministry began the process only weeks after launching public participation on proposed PAYE band adjustments.
Officials say the early timetable responds directly to the 2027 General Election, which Kenya will hold on August 10, 2027.
Treasury wants Parliament to pass the Finance Act 2027 before lawmakers suspend normal business for campaign activities.
In the notice, the ministry said it must fast-track the fiscal budget process to maintain smooth government operations during the election period.
The new timetable could make Finance Bill 2027 one of the earliest tax policy processes launched under the current administration.
