Ex-IEBC Vice Chair Mahiri-Zaja Among 16 Shortlisted for IPOA Chairperson Job

Former Independent Electoral and Boundaries Commission (IEBC) Vice Chair Lilian Bokeeye Mahiri-Zaja is among 16 candidates shortlisted for the position of Chairperson of the Independent Policing Oversight Authority (IPOA). The selection marks a competitive race for one of Kenya’s top accountability offices.

The shortlist was released on Tuesday, May 26, by the selection panel overseeing the recruitment process. The panel confirmed that all shortlisted candidates will undergo public interviews before the final recommendation is made.

The successful candidate will later be forwarded to President William Ruto for formal appointment. The position plays a key role in overseeing police accountability and handling complaints against officers.

Former IEBC Officials Return to Public Spotlight

The list also includes former IEBC Commissioner Thomas Letangule. He previously served alongside Mahiri-Zaja during the 2013 general election period, a time marked by intense political scrutiny of the electoral body.

Both officials later exited the commission in 2016 after facing political pressure. Their return to the shortlist places them back into high-profile public service consideration.

Another notable name is Duncan Ojwang Oburu. He was previously nominated in 2025 to chair the Kenya National Commission on Human Rights but was rejected over constitutional concerns related to gender balance requirements.

Competitive Race for Powerful Oversight Role

The IPOA chairperson position remains one of the most sensitive oversight roles in Kenya’s governance structure. The office investigates police misconduct and promotes accountability within the National Police Service.

The new chairperson will replace former IPOA boss Isaack Hassan. He left the position after being appointed Judge of the Court of Appeal.

The selection process is expected to attract public interest due to the senior profiles of the shortlisted candidates. The panel will assess leadership experience, governance track record, and integrity before making its final recommendation.

The outcome will determine who leads one of Kenya’s most influential oversight institutions at a time of heightened focus on police accountability and institutional reform.
