During a Citizen TV interview on Sunday, September 20, Francis Atwoli raised governance concerns. The COTU Secretary General urged Kenya to establish clear constitutional provisions for former heads of state.
Atwoli cited President William Ruto and former president Uhuru Kenyatta as relevant examples here. Both leaders would leave office at relatively young ages and remain politically active afterwards.
Permanent Constitutional Framework Should Address Role of Retired Presidents
Atwoli emphasized that this issue should not target any particular former president specifically. Kenya needed a permanent constitutional framework to regulate how retired presidents conduct themselves politically.
Atwoli appealed directly to President William Ruto’s government to start wider consultations now. He urged constitutional amendments creating a dedicated chapter that regulates retired presidents comprehensively.
Retired Presidents Remaining Active Could Create Serious Governance Problems
When a president retires while relatively young, he remains in active politics indefinitely. This continued political involvement might cause problems for the government in place at that time.
In 2023, Atwoli advocated for creating a specific constitutional role for former presidents. After serving ten years, retired presidents should become designated peacemakers under constitutional mandate nationwide.
Uhuru Accused of Sponsoring Opposition Activities Against Ruto Government
Government officials have criticized former president Uhuru for facilitating opposition activities and efforts. Ruto specifically called out Uhuru for refusing to become a statesman and act respectfully.
Uhuru has repeatedly stated he is not interested in returning to active politics. He maintains that as a Kenyan citizen, he retains the right to speak out appropriately.
